Robert Proctor, DIRECTOR  Ministerial Care

Isolation is one of the great dangers of ministry.  Henry David Thoreau stated; “the mass of men lead lives of quiet desperation.” Ministry care is a safe place for those needing to talk.  Confidentiality is sacred and will be observed.  When we live in isolation and denial we find that our minds can become our greatest enemy.  Further, the stress of daily ministry can take its toll.  Another aspect of struggle is the fear of failure.  As we renegotiate our mental and emotional status we can adequately evaluate our priorities.  Success is transitory.  Failure is fear of the mind.  True success in ministry is to be faithful to God and leave the outcome to Him.

Dr. Robert Proctor is the Director of Ministerial Care for California-Nevada Church of God.  “Dr. Bob” (as he prefers to be called) has served in this capacity since 2017.

Dr. Bob stepped aside from active pastoral ministry in January 2021; having served as Senior Pastor (now Pastor Emeritus) of Southwest Christian Center Church of God since August of 1986.

CHAPLAINCY
Dr. Bob has served in various chaplain capacities since 1996.  His chaplaincy role has dealt with the following: Critical Incident Chaplaincy, Crisis Intervention, and Bakersfield Fire Department Chaplain 1996-Present.  Hospital Chaplain, Adventist Health Hospital, Bakersfield, CA 1998-2008. Also as a Kern County Sheriff Chaplain 2019-2021.

Dr. Bob has been married to the love of his life, Linda since 1969. We have two daughters, son-in love, five grandchildren (1 deceased). Bob and Linda have followed God’s guidance having served various churches and ministry capacity for over 50+ years.

My personal goal is to encourage and care for pastors and ministers in the California-Nevada Churches of God.  Our Ministerial Care purpose is to insure that no minister feels isolated.  Our Ministerial Care team desires that our precious under-shepherds find care, counseling and renewal.  We understand there are times when our collective ministerial body needs to be supported and affirmed.  You are loved; you matter; we care! Let’s talk! We will confidentially listen, pray and work with you.

Dr. Clifton Clarke

Dr. Clarke was born and raised in the United Kingdom and gained his Bachelor’s degree from the University of Nottingham (UK), his Master’s Degree in Religious Studies from the University of Derby (UK), and his Ph.D. in theology from the University of Birmingham (UK) in 2003. Dr. Clarke describes his calling to ministry in three key areas, 1) as a Pastor, 2) as a Professor, and 3) as a Missionary. Dr. Clarke has taught theology at the University of Nottingham for five years before moving to Ghana as a Professor of theology teaching in various theological institutions. Dr. Clarke was also a part of the founding team that established the Pan African Christian University College in Accra, Ghana, and served as a Professor and Dean from 2002 – 2007. In 2008, he was appointed Professor of Intercultural Studies at Regent University, Virginia. He served in this position until April 2017. In 2017, Dr. Clarke accepted the role as the Assistant Provost and professor at Fuller Theological Seminary. Dr. Clarke is currently the Research Fellow at Queens Foundation for Ecumenical Theological Studies and a Professor at Lee University, where he teaches on an adjunct basis. He is the author of ten books, the most recent being The Love remedy: The Cure for a Racially Divided World.

Since 2020 Dr. Clarke along with his wife Dr. Marcia Clarke are pastors of the New Beginnings Church in Simi Valley, CA.

Diane Proctor, B.S., MSW   

My goal is to help others navigate through life. Daily we encounter unique challenges. In my profession, I interact with children in crisis as young as 8 years of age to senior citizens. Each phase of mental and emotional development creates opportunities to offer guidance and assistance to families experiencing hurtful and traumatic issues. No one is exempt from pain.  It affects all age groups. My personal goal is to stabilize and assist those troubled. Client empathy; includes care, conversation, mental, emotional and spiritual support.  Such action is essential in both our human and spiritual journey.  GOD knows our humanity and responds accordingly.

Diane holds a Bachelor of Science (BS) in psychology from California State University, Bakersfield, CA and a Masters in Social Work, (MSW) from California State University, Bakersfield, CA.

Rebekka Williams, LMFT #51370

Rebekka Williams is a Licensed Marriage and Family therapist. She currently leads the GriefShare program and is the counselor at Patten Christian Cathedral Church. She received her Masters degree from Holy Names University in Counseling Psychology as well as a certificate in Pastoral Counseling. Her journey to becoming a counselor took her to work in group homes with disadvantaged teens and caring for disabled youth and adults. She has been practicing as a MFT for over 15 years and has counseled various populations over the years. In 2008, she helped begin the counseling program at Patten Academy of Christian Education where students received counseling services throughout the school day at no extra cost to the families. Rebekka grew up in Oakland, CA and attended Patten University where she acquired a Bachelor of Arts in Social Science. She is the wife of Chris Williams and the mother of 3 amazing children.

Pastor Mark A. Taylor

Pastor Mark A. Taylor is native of California who was called to ministry at an early age. This calling has taken him throughout the United States, ministering in word and song. During that time he has served in many areas such as youth, music, Christian discipleship and spiritual formation in a variety of roles. He and his wife, Christy, are so excited to serve Grover Beach and the Five Cities area as Lead Pastors of Resonate Hope Church as well as the Church of God (CA/NV Region) as Central Coastal District Overseer.

Mark holds an Associate of Science in human services from the College of the Sequoias in Visalia, CA, a Bachelor of Arts in sociology from Brandman University out of Irvine, CA and a Master of Arts in Clinical and Mental Health Counseling from Pentecostal Theological Seminary (PTS) from Cleveland, TN. He recently earned his Doctor of Ministry (D. Min.) degree with emphasis in clinical counseling and trauma, also from PTS.  Mark is at the end of the 3000 hours needed to take his exam for licensure as a Licensed Professional Clinical Counselor (LPCC).
